The Tokiwa was the second Asama-class ship designed by Sir Philip Watts, the same man who designed the Dreadnought. It was completed on May 18, 1899. During the Russo-Japanese War, it participated in major naval battles as part of the 2nd Squadron, the main force of the 2nd Fleet, along with five other first-class cruisers. During World War I, it formed the 4th Fleet with the Yakumo and Iwate, and deployed to Qingdao, the Pacific, and the Americas. After the war, it was temporarily used as a training ship for long-distance voyages. In 1922, it was converted into a minelayer, carrying 500 Type 5 mines, by removing its armament, including its twin 20cm aft guns and six 15cm single guns, as a replacement for the aging minelayer Tsugaru.
